Written by Building Green, a very credible source on green building products and practices, this article introduces readers to the breadth of insulation materials available to them, and their relative differences in environmental impacts.

From this article, we learned that XPS has a relatively higher environmental impact than EPS due to the use of HCFCs in the manufacturing of XPS.  EPS is HCFC-free, and although it does require a high amount of pentane (a smog-creating gas) as it's blowing agent, the manufacturing plant is able to recaputure most of the pentane, prohibiting it from entering the atmosphere.
